The CBLE fails most people who sit it — pass rates have run from about 12% to 30% in recent sittings. Failing rarely means you don't know the material. It usually means you ran out of time navigating the HTSUS and 19 CFR. That is a trainable skill.

What we do differently for a retake

• Diagnose by topic. Drill recent past exams so we can see exactly where you lose points — classification, valuation, Part 111, entry.
• Plan weak-topic-first. Your study plan front-loads the categories costing you the most, not a generic syllabus.
• Train the clock. Full mocks in the same crippled reference viewer, with a pacing coach at ~3.4 minutes per question.
